Robert Breen has been Chair of the New Brunswick Labour and Employment Board since 2008. Bob previously served as the part-time Chair of the New Brunswick Public Service Labour Relations Board and the Council of the Maritime Premiers Labour Relations Board from 1990-93. While there, he was a consensual appointee as arbitrator in a number of construction labour agreements. As Board Chair, Bob oversees human rights, pension, and employment standards references, in addition to the Board’s authority over New Brunswick’s general industry, construction, and public sector labour relations. He is a regular guest lecturer in University law courses and has wide experience as a conference speaker and chair in a variety of labour and administrative law settings.
Before his current full-time appointment as Chair, Bob practised labour and administrative law for over 30 years, including 15 years as a founding partner in an Atlantic Canada public law firm. In addition to an arbitration, labour board, and professional regulation practise, he argued judicial reviews and appeals before all levels of Court in New Brunswick and Newfoundland and Labrador, as well as the Federal Court and the Supreme Court of Canada. From 2007-08, he served on a Review Panel appointed by Government to make recommendations on New Brunswick’s Workers’ Compensation and Occupational Health and Safety legislation.
A graduate of Dalhousie University and the University of New Brunswick, Bob was called to the New Brunswick Bar in 1976, and named Queen’s Counsel in 1996. He is an Honorary Saint John Longshoreman. |
