David Starkman graduated from Yale University, B.A., 1974 and Osgoode Hall Law School, LL.B, 1979. He practiced as a labour lawyer until 1985 when he was appointed the first General Counsel of the Workers' Compensation Appeals Tribunal. Since 1990 he has lived near Ottawa, Ontario and has been a full time labour arbitrator, author and frequent conference speaker.
