Swartz is a lawyer and a Principal of Morneau Sobeco. He practices in the field
of pensions and benefits, emphasizing plan restructuring and design. He has considerable
expertise with insolvent pension funds and executive compensation. Before joining
Morneau Sobeco, Larry served as Senior Counsel for the Ontario Ministry of the
Attorney General (Management Board Secretariat – Legal Services Branch).
Larry has provided advice concerning the Public Service Pension Plan, the OPSEU
Pension Trust and other public sector pension and benefits plans, including restructuring
projects, such as social housing, hospitals and transit. Professional designations
he holds include Chartered Financial Analyst, Certified Financial Planner and
